The First Meeting of the Headquarters for the Elimination of the Consequences of Russian Shelling of Energy Facilities in Kyiv Has Taken Place

First Deputy Prime Minister and Minister of Energy of Ukraine, Denys Shmyhal, together with Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territorial Development of Ukraine, Oleksiy Kuleba, chaired the inaugural meeting of the Headquarters for the Elimination of the Consequences of Shelling of Energy Facilities in Kyiv. The Headquarters was established on the instruction of the President of Ukraine, Volodymyr Zelensky.

According to Denys Shmyhal, the Headquarters will operate on a 24/7 basis and hold regular meetings.

“Our task is to respond swiftly and effectively to current challenges in order to stabilize the situation with electricity and heat supply. I have instructed that the Headquarters ensure continuous operation in Kyiv and the Kyiv region,” the Minister of Energy stated.

Participants of the meeting received the latest updates from representatives of the State Emergency Service, the Ministry of Internal Affairs, and local authorities of Kyiv and the Kyiv region on response measures already implemented. They also outlined priority steps for the rapid restoration of energy facilities, the formation of equipment reserves, and the mobilization of international assistance. “We must move forward in a systematic and coordinated manner,” Denys Shmyhal emphasized.

Oleksiy Kuleba, in turn, noted that parallel efforts are underway to strengthen the network of Points of Invincibility. As part of a nationwide audit, more than 10,000 such points have already been inspected, with some currently being replenished.

“We are preparing an updated model with a focus on the core Points of Resilience, ensuring round-the-clock operation, backup power supply, stable communications, water access, and basic conditions for prolonged stays, particularly for people with limited mobility. We are also working separately on mechanisms to support Points of Resilience located at private facilities, including compensation for the costs of backup power sources and fuel,” he stated.

The meeting also addressed a separate set of issues related to strengthening the protection of energy infrastructure. According to Denys Shmyhal, a list of necessary measures has already been prepared, and responsible entities will be designated for their implementation.

“I am deeply grateful to the repair crews, utility workers, and energy professionals who continue to work under extremely challenging conditions to restore electricity and heat to Ukrainian homes,” the First Deputy Prime Minister and Minister of Energy of Ukraine concluded.
