Strengthening Energy Resilience and Expanding Cooperation: Ukraine and Denmark Deepen Energy Partnership

05 September 2025, 10:55

Ukraine and Denmark reaffirmed their commitment to advancing cooperation in renewable energy, coordinating efforts to strengthen the resilience of Ukraine’s energy system, and supporting the country’s European integration aspirations. These priorities were central to the meetings of Deputy Minister of Energy of Ukraine Roman Andarak with Danish counterparts during his working visit to Copenhagen.

In his meeting with Permanent Secreatry of State at the Danish Ministry of Climate, Energy and Utilities Lars Frelle-Petersen, discussions focused on priority measures to ensure the stable operation of Ukraine’s energy system in the face of Russia’s ongoing attacks and preparations for the upcoming heating season. The parties focused on strengthening the physical protection of energy facilities, conducting the restoration and repair campaign, and expanding distributed generation capacity.

The Deputy Minister stressed the importance of continued coordination and support for Ukraine’s gas supply, as Russia continues systematic strikes not only on electricity generation and infrastructure but also on oil and gas facilities.

Roman Andarak expressed gratitude to Denmark for its effective cooperation within the framework of the Ukrainian-Danish Energy Partnership. He highlighted the European integration dimension of cooperation and the preparation of the legislative framework required for Ukraine’s integration into European energy markets.

At a meeting with Denmark’s Climate Ambassador Ole Thonke, the parties addressed energy security challenges. Deputy Minister Andarak informed the Ambassador of the scale and consequences of Russia's attacks on Ukraine’s energy sector and outlined its priority needs. He thanked Denmark for the support it has provided to Ukraine since the first days of the full-scale Russian invasion. The Deputy Minister recognized the special significance of Denmark's contributions to the Energy Support Fund for Ukraine, which has proven to be an effective mechanism for assisting the energy sector over its three years of operation. Denmark was the first donor to the Fund in the spring of 2022, and as of today, the total contribution from Danish partners have reached €51.8 million.

The discussions also underscored the importance of advancing bilateral cooperation in renewable energy. Danish expertise for the implementation of green energy projects in Ukraine is particularly valuable for building distributed generation capacities, advancing the energy transition, and reinforcing energy independence. Special attention was given to expanding cooperation in wind energy.

Further details of this partnership were discussed in a meeting between Roman Andarak and the leadership of the Export and Investment Fund of Denmark (EIFO). The parties explored opportunities for business cooperation, particularly in wind energy. Danish companies expressed interest in expanding partnership in this area, especially in the medium and long term. The discussions also addressed opportunities for investment in Ukraine’s biogas sector, especially in the context of the country’s integration into EU energy markets.
