Updated Catalogue of Critical Technologies for Ukraine’s Energy Sector

With the support of the Ukrainian-Danish Energy Partnership Programme (UDEPP), the second edition of the Catalogue of Critical Technologies for Ukraine’s Energy Sector has been prepared. The first edition was published in February 2024.

The Catalogue contains an updated list of agreed and verified data on key power generation technologies relevant to the current critical situation in Ukraine’s energy system. It is intended to help stakeholders at the local, regional, and national levels to set priorities in choosing electricity generation and cogeneration heat production technologies, shape the recovery structure, and attract investments and donor assistance for more stable passage through the upcoming winter seasons.

The Catalogue also provides up-to-date information on the cost and technical characteristics of power generation technologies. It includes verified data based on four main criteria: winter capacity, deployment speed, technology resilience, and the cost of electricity during the first two years of operation.

Unlike the first edition, the updated document includes an additional criterion – recovery time after damage – which is particularly relevant under conditions of wartime threats. In addition, the second edition features sections describing initiatives that can support faster deployment of solutions and enhance the resilience of the energy system. The assessment methodology has also been improved based on consultations with Ukrainian, Danish, and international experts.

The document is designed to ensure consistency of approaches among different participants in Ukraine’s energy sector, enabling producers, companies, local and regional authorities, as well as international partners and donors to plan projects more effectively, set priorities, and make decisions regarding the support of technology deployment. This resource serves as an important tool for ensuring the reliable functioning of Ukraine’s energy system, optimizing investments, and attracting international assistance, thus contributing to stable electricity supply under current challenges and threats.

The Catalogue includes technological solutions covering various sources of generation: gas power plants, biogas facilities, solar photovoltaic plants, onshore wind power plants, battery storage, biomass cogeneration plants, hydropower, and other critical solutions.

The Catalogue was prepared by the Danish consulting company Ea Energy Analyses and the State Institution “Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine” in close cooperation with the Danish Energy Agency and the Ministry of Energy of Ukraine.
