During the Energy Platform held as part of the Ukraine Recovery Conference (URC 2026) in Poland, the Ukrainian delegation presented the country’s key energy priorities and the results of ongoing efforts to mobilize international support for preparations for the next heating season. This was announced by First Deputy Prime Minister of Ukraine — Minister of Energy Denys Shmyhal during the national television marathon United News.

The package includes grant agreements, loan arrangements, memoranda of cooperation, and investment projects, including the supply of nuclear fuel for Ukraine’s nuclear power plants by a UK-based company, financing for Naftogaz from a U.S. financial institution, and support for Ukrenergo from the European Bank for Reconstruction and Development (EBRD).

According to Denys Shmyhal, Ukraine’s immediate priorities are preparing for the winter, expanding distributed generation, and mobilizing international support for the energy sector.

“Yesterday, we held another meeting of the Energy Coordination Group, often referred to as the Energy Ramstein, in Gdańsk. New partners joined the initiative, including the Republic of Korea. Overall, partners have already announced more than EUR 375 million in additional support, including USD 175 million from the United States. This represents an important contribution to Ukraine’s preparations for the upcoming autumn and winter period,” he said.

Denys Shmyhal also highlighted several new agreements concluded with international partners:

  • Ukraine signed an agreement with the Netherlands providing EUR 178 million to support preparations for winter and the procurement of critical energy equipment, including gas turbines, transformers, and backup equipment.
  • Ukraine and the World Bank are jointly developing the country’s updated Energy Strategy, the vision of which was presented during URC 2026.

Denys Shmyhal stressed that these initiatives form part of Ukraine’s comprehensive efforts to prepare for the next winter season and strengthen the resilience of its energy system.

“This is not simply financing for individual projects. It is an investment in Ukraine’s resilience and in Europe’s new energy architecture,” he stated.
