Briefing of the Deputy Minister of Energy of Ukraine, Oleksandr Vyazovchenko, on the Situation in the Power System as of January 13

13 January 2026, 10:15

- Overnight, Russia carried out another massive missile and drone attack on the energy infrastructure across several regions of Ukraine. As a result, by morning, electricity was out for consumers in Kyiv city, Kyiv, Odesa, Kharkiv, Dnipropetrovsk, Donetsk, Chernihiv, and Zaporizhzhia regions. Emergency restoration works are ongoing wherever the security situation allows. Restoring electricity takes time.

- Due to adverse weather conditions, 17 settlements in Chernihiv and Zakarpattia regions remain without power. Repair crews are working to restore damaged networks.

- Currently, hourly power outage schedules are in effect across all regions of Ukraine. In Kyiv and Kyiv region, emergency outages are being applied. Their duration may be affected by significant drops in air temperature.

- Because of the complex situation in the power system caused by attacks, distribution system operators in Kyiv, Kyiv region, Odesa region, and the city of Dnipro are forced to apply network restrictions. Previously published hourly outage schedules in these regions are temporarily not in effect. System restrictions will be lifted as soon as the situation stabilizes.

- Long-term power outages caused by military actions continue in frontline and border regions. These areas remain the most difficult due to ongoing attacks.

- The Deputy Minister emphasized that Ukraine is experiencing one of the hardest winters since independence and called on Ukrainians during these difficult days to support each other, share warmth and light with those in greater need, help the elderly, children, neighbors, and animals, and consume electricity sparingly during hours when it is available.
