Briefing of the First Deputy Minister of Energy of Ukraine Artem Nekrasov on the Situation in the Energy System as of 19 January

19 January 2026, 10:30

- The situation in Ukraine’s energy system remains challenging. Ongoing Russian attacks on energy facilities and severe weather conditions have necessitated the application of restrictions across the entire country.

- Last night, the enemy attacked energy infrastructure in several regions. As of the morning, power outages affected consumers in Sumy, Odesa, Dnipropetrovsk, Kharkiv, and Chernihiv regions. Emergency restoration works are ongoing wherever security conditions allow.

- The situation remains difficult in Kyiv and Kyiv Oblast, with severe cold adding additional load on the energy system. 60 crews are working to restore electricity in the capital, including 12 teams deployed from other regions. Distribution system operators continue to apply network restrictions, and previously published hourly outage schedules are temporarily suspended. Return to the planned schedules will occur immediately after the situation in the energy system stabilizes. As in previous weeks, network restrictions remain in Odesa region, where emergency restoration works continue following previous attacks.

- In all other regions, hourly outage schedules are in effect for all consumer categories, along with power limitation schedules for industry. In several regions, emergency outages are being applied due to equipment overload during periods of extremely high consumption caused by cold weather. Return to normal hourly outage schedules will take place after the situation stabilizes.

- Due to the massive attacks by the Russian Federation, a state of emergency is in effect in Ukraine’s energy system. This measure has been adopted to ensure maximum coordination of all services in the capital, regions, and communities.

- The First Deputy Minister called on consumers to use electricity sparingly throughout the day, especially during morning and evening peak hours. He also expressed his gratitude to energy workers, heat supply personnel, and emergency services who work around the clock to restore electricity and heat across the country.
