The Cherkasy Regional Centre for Disease Control and Prevention has commissioned a photovoltaic power plant and an autonomous backup power supply system.
In June 2026, more than 200 solar panels were installed on the premises of the Centre. The photovoltaic power plant has a capacity of 93 kW, while the battery storage system can store up to 115 kWh of electricity.
The project was implemented under Promin Nadiyi (Ray of Hope), a joint initiative of the Ministry of Health of Ukraine and the Ministry of Energy of Ukraine aimed at expanding on-site electricity generation at healthcare facilities.
“Amid Russia’s full-scale war, the risks of public health emergencies continue to increase. It is therefore essential for us to ensure the uninterrupted operation of the Centre under any circumstances. The autonomous energy supply system will enable us to perform our key functions continuously and respond promptly to potential threats,” said Volodymyr Papach, Director General of the Cherkasy Regional Centre for Disease Control and Prevention.
Under sunny conditions, the system is capable of generating up to 95 kW, while in cloudy weather generation is expected to range between 9 and 10 kW. The electricity produced will be used to meet the Centre’s own needs, reducing electricity consumption from the grid and lowering operating costs. During power outages, the system will also ensure the uninterrupted operation of critical equipment.
In addition to the solar power system, the Centre has previously installed solid-fuel boilers, drilled artesian wells, and equipped its facilities with generators ranging in capacity from 7.5 kW to 136 kW.
The Centres for Disease Control and Prevention are responsible for storing and distributing vaccines in compliance with cold chain requirements, conducting epidemiological surveillance, performing laboratory testing of water, air, and other environmental samples, and responding to public health threats.
For reference, the Promin Nadiyi (Ray of Hope) programme is a joint initiative of the European Commission, the Ministry of Energy of Ukraine, and the Ministry of Health of Ukraine, implemented through the Ukraine Energy Support Fund and coordinated by the Energy Community Secretariat.
The programme aims to strengthen the energy resilience of healthcare facilities by providing them with solar panels, battery energy storage systems, and other equipment required to ensure reliable electricity supply and uninterrupted operation even under challenging conditions.
Since the beginning of the year, 38 additional hospitals have launched their own electricity generation under the programme.
