The Commission for the Competition for the Construction of New Generation Capacity and Implementation of Demand-Side Management Measures has approved the updated tender documentation, taking into account comments and proposals submitted by business entities intending to participate in the competition.

The relevant amendments were approved at a regular meeting of the Competition Commission chaired by Artem Nekrasov, First Deputy Minister of Energy of Ukraine.

In particular, compared with the previous version, the final version of the document:

  • specifies the deadline for submission of competition proposals by potential participants — until 5:00 p.m. on 8 October 2026;
  • provides more detailed requirements for the preparation of documents to be submitted by potential participants;
  • includes a template for the Competition Proposal Form for potential participants;
  • defines the procedure for the transfer of rights and obligations by a potential competition winner to third parties;
  • clarifies the requirement that potential participants have no outstanding debts to NPC Ukrenergo.

It should be recalled that, under the terms of the Competition for the Construction of New Generation Capacity, a total of 1,505 MW of distributed gas-fired generation capacity is to be added to Ukraine’s energy system. The project will be implemented in the Kharkiv, Sumy, Poltava, Dnipropetrovsk, Odesa, Chernihiv and Kyiv regions, as well as in the city of Kyiv.

The technical requirements for the energy facilities to be constructed include:

  • the generation equipment must be new and must not have been previously put into operation;
  • the generating unit and each of its generating sets/installations must be capable of starting up in the absence of voltage in the external grid;
  • the guaranteed continuous operating time of the generating unit must be at least 16 hours;
  • full activation of the installed generation capacity from a shutdown state must take no more than 30 minutes from the moment the relevant command is received from Ukrenergo;
  • the minimum guaranteed service life of the generation equipment must be at least 20 years (or 100,000 operating hours).
