A meeting chaired by Artem Nekrasov, First Deputy Minister of Energy of Ukraine and Chair of the Commission responsible for the competition for the construction of new generation capacity, was held with representatives of businesses to discuss the requirements of the tender documentation, competition conditions, contractual arrangements, and procedures that participants will be required to follow.
During the meeting, potential participants presented their comments and proposals regarding the tender documentation that had been published earlier.
“We remain open to dialogue with the business community and will carefully consider all proposals submitted to the Commission. Our objective is to attract the maximum possible investment and, through this competition, facilitate the construction of more than 1.5 GW of highly flexible distributed gas-fired generation. This will significantly reduce electricity shortages in the regions most affected by Russian attacks, improve the balancing capabilities of Ukraine’s power system, and enable the integration of additional renewable energy generation capacity,” Artem Nekrasov said.
Under the terms of the competition, a total of 1,505 MW of distributed gas-fired generation capacity is expected to be deployed across Ukraine’s power system. The project will be implemented in the Kharkiv, Sumy, Poltava, Dnipropetrovsk, Odesa, Chernihiv, and Kyiv regions, as well as in the City of Kyiv.
The technical requirements for the facilities to be constructed include:
- All generating equipment must be new and previously unused;
- Each generating unit and every individual generator/set must be capable of black start operation, i.e. starting without an external power supply;
- Each generating unit must be capable of continuous operation for at least 16 hours;
- The installed generation capacity must be capable of reaching full output within no more than 30 minutes from receiving the relevant dispatch instruction from NPC Ukrenergo;
- The generating equipment must have a minimum guaranteed service life of 20 years (or 100,000 operating hours).
