Denys Shmyhal, First Deputy Prime Minister of Ukraine - Minister of Energy, held a meeting in Kyiv with Dan Jørgensen, European Commissioner for Energy and Housing.
During the meeting, the Minister of Energy emphasized that, thanks to the support of the EU and international partners, Ukraine continues its recovery efforts without interruption. The parties also discussed financing needs, with Denys Shmyhal noting that Ukraine requires at least €5.4 billion to prepare for the upcoming heating season.
“We welcome the decision of the EU Council to provide Ukraine with a €90 billion loan and highly appreciate this important step. It is critically important that a significant portion — up to €5 billion of the overall EU financial assistance package — be directed specifically towards infrastructure protection, restoration of heat supply, development of distributed generation, and the creation of strategic reserves,” the Minister stated.
Given the urgency of preparations for winter, Denys Shmyhal proposed a number of measures to the European Commission aimed at accelerating procurement and project implementation. These include introducing mechanisms for direct or expedited procurement of critical equipment, strengthening procurement capacity, and prioritizing delivery timelines.
The participants also discussed the continuation of Ukraine’s European integration in the energy sector and the implementation of reforms.
Denys Shmyhal expressed his gratitude to Dan Jørgensen for his visit to Ukraine on the occasion of the 40th anniversary of the Chornobyl disaster and for the EU’s continued financial and technical support: “We are grateful for every EU decision regarding financial and technical assistance and highly value the role of the European Commission in strengthening the resilience of Ukraine’s energy system.”
