Due to massive attacks by the Russian Federation on Ukraine’s energy infrastructure, a state of emergency is currently in effect in the energy sector. By a decision of the Government, First Deputy Prime Minister and Minister of Energy Denys Shmyhal has been appointed to lead efforts to eliminate the consequences of the emergency.
According to Denys Shmyhal, this step is primarily aimed at ensuring maximum coordination of actions among all services at the national, regional, and community levels.
Pursuant to the Government’s decision, the activities of the Headquarters for the Elimination of the Consequences of the Emergency in the Energy Sector, as well as the Headquarters for the Elimination of the Consequences of the Emergency in the Electric Power Systems of the City of Kyiv and the Kyiv Region, are to be intensified. The first meetings of both headquarters have already taken place.
The rules governing citizens’ movement during curfew will also be amended. Individuals will be permitted to move freely in order to reach “Points of Invincibility,” including during nighttime hours.
The Government has further recommended that the National Energy and Utilities Regulatory Commission (NEURC) urgently review and simplify procedures for connecting backup power equipment to the grid. In particular, project review and approval will take up to two days, issuance of technical conditions up to two days, and inspection and sealing of the metering unit up to two days.
In addition, backup power equipment will be redistributed among regions, taking into account the critical needs of life-support facilities.
State-owned enterprises, primarily Ukrzaliznytsia and Naftogaz, are required to urgently ensure the purchase of imported electricity during the 2025/26 heating season in an amount of at least 50 percent of total consumption.
“Our task is to act in a coordinated and effective manner to stabilize the situation in the energy system as quickly as possible, particularly in the city of Kyiv,” emphasized First Deputy Prime Minister and Minister of Energy Denys Shmyhal.
