Denys Shmyhal Outlined the Needs of Ukraine’s Energy Sector at the EU Foreign Affairs Council

First Deputy Prime Minister of Ukraine – Minister of Energy of Ukraine Denys Shmyhal, during a meeting of the Foreign Affairs Council of the EU Member States, outlined the key priorities for the recovery and medium-term development of Ukraine’s energy sector.

He emphasized that Ukraine’s strategic objective for the coming decade is to restore generation capacity to pre-war levels (55 GW) and to strengthen the country’s role in ensuring Europe’s energy security.

“Ukraine requires at least €5.4 billion this year for urgent recovery, protection, and preparation of our energy system for the next winter,” Denys Shmyhal stated.

According to him, these funds are needed to implement priority areas, including the protection of energy infrastructure, rapid restoration and the creation of strategic reserves, decentralization and development of distributed generation, as well as ensuring resource resilience, particularly in the gas sector.

Denys Shmyhal also called on international partners to intensify sanctions pressure on Russia’s energy sector.

“In 2025 alone, Russia’s revenues from oil and gas exceeded $100 billion. As long as sanctions pressure remains incomplete, the aggressor continues to prepare further strikes on Ukraine’s energy infrastructure, financing them through revenues from its energy exports,” he noted.

He underscored that Ukraine’s energy system continues to operate despite damage on an unprecedented scale, unmatched in modern European history, highlighting that its resilience has been ensured by the efforts of energy workers, the Defense Forces, and international partners.

“I thank all EU Member States, the European Commission, the G7 countries, international financial institutions, and every government and partner who helped Ukraine get through this winter,” he added.
