Denys Shmyhal Outlines Plan to Restore Power Supply in Kyiv After Large-Scale Russian Attack

Under the chairmanship of First Deputy Prime Minister of Ukraine - Minister of Energy Denys Shmyhal, a regular meeting of the Headquarters for the Elimination of the Consequences of Emergencies in Kyiv and the region was held.

Participants analyzed the consequences of one of the most massive missile strikes on Ukraine’s energy system and identified urgent steps to restore electricity and heat supply.

Denys Shmyhal reported that Russian attacks damaged generation facilities as well as transmission and distribution networks in Kyiv, Kharkiv, Dnipropetrovsk, Donetsk, Odesa, Vinnytsia, and other regions. As a result, the power system remains under severe strain. Energy companies have been forced to introduce emergency outage schedules, while additional generators are being deployed to critical facilities.

The Minister described the attack on the Darnytsia CHP - which was used exclusively to provide heat to residents - as a war crime.

According to him, restoration of the facility will take considerable time. The headquarters agreed on a coordinated action plan for its recovery. The Ministry of Energy, the Ministry for Communities and Territories Development, local authorities, municipal utilities, and private companies will provide the necessary equipment and specialist support.

Denys Shmyhal instructed officials to assess municipal, private, and state-owned facilities that could temporarily accommodate residents who have lost heating. Priority stabilisation measures were identified.

“Repair teams and equipment are being redeployed. Starting tomorrow, Ukrtransgaz will be involved in restoring heating mains. We are also working on options to connect backup heat supplies to homes affected by prolonged outages,” Denys Shmyhal said.
