During the plenary session of the Ukrainian-German intergovernmental consultations, co-chaired by President of Ukraine Volodymyr Zelenskyy and Federal Chancellor of Germany Friedrich Merz, the First Deputy Prime Minister – Minister of Energy of Ukraine, Denys Shmyhal, outlined the challenges to energy security, the current needs of Ukraine’s energy sector, and opportunities for strengthening bilateral cooperation.
Denys Shmyhal expressed gratitude to Germany for its €552 million contribution to the Energy Support Fund, as well as for hundreds of humanitarian deliveries and thousands of tonnes of equipment.
“We highly value cooperation within the German-Ukrainian Energy Partnership. More than 100 German companies have supplied 22,000 units of equipment for the repair and maintenance of Ukraine’s critical infrastructure. We are grateful for this support,” he noted.
According to the Minister, the continued presence in Ukraine of Siemens Energy is of particular importance, as the company remains engaged even during the most challenging periods.
The Minister proposed that the German side establish a joint mechanism for forming a strategic reserve of energy equipment, involving Germany, other partners, and international institutions. This would include pre-positioned stocks of critical components ready for rapid deployment in the event of large-scale damage.
He also identified the use of equipment from decommissioned thermal power plants in Germany as another practical and swift solution.
“At the same time, we are not only restoring — we are transforming our energy system. Our goal is to create a modern, resilient system integrated into ENTSO-E. Germany’s experience in the energy transition is extremely valuable to us,” Denys Shmyhal emphasized.
He stressed that Ukrainian specialists are working under constant challenges while building a system designed for long-term resilience and integration. At the same time, German companies entering the Ukrainian market now have the opportunity to become early participants in this transformation.
“We remain open to cooperation and are ready to offer concrete investment projects,” the Minister concluded.
