The Cabinet of Ministers of Ukraine has adopted a resolution “On measures to ensure electricity supply during the autumn–winter period of 2025/26.”
“Due to the large-scale destruction of energy infrastructure caused by the armed aggression of the Russian Federation, Ukraine’s Integrated Power System is operating under increased strain and experiencing a shortage of electricity generation. The decision adopted by the Government will enable a more even distribution of the load across regions, strengthen the stability of the IPS under martial law, and help reduce social tension among household consumers,” noted Acting Minister of Energy of Ukraine Artem Nekrasov.
The resolution introduces a set of additional organizational measures aimed at the rational distribution of capacity and the prevention of emergency operating conditions in the IPS of Ukraine, with the objective of reducing the number of hourly power outage schedules for household consumers.
Key measures include:
- reviewing and optimizing the lists of critical infrastructure facilities guaranteed priority electricity supply, in order to free additional electricity volumes for household consumers;
- conducting a comprehensive verification of distributed generation facilities to mobilize unused capacity;
- creating conditions for state-owned enterprises to purchase imported electricity;
- strengthening energy-saving measures, including restrictions on outdoor lighting;
- enhancing road safety by identifying areas that must remain illuminated;
- ensuring State Energy Inspection oversight of the implementation of the approved measures.
