Government enhances loan mechanism for households installing solar and wind power systems

On the initiative of the Ministry of Energy, the Cabinet of Ministers of Ukraine has improved the mechanism for providing state support to individuals installing renewable energy generation systems — such as solar and wind power units — in their households.

The respective amendments were approved to the Resolution of the Cabinet of Ministers of Ukraine No. 673 dated June 7, 2024.

“The preferential loan program launched by the Government last year for the purchase and installation of hybrid power supply systems has gained significant popularity. Since its introduction, 3,035 loan agreements have been signed with individuals for a total amount exceeding UAH 1 billion, with a combined installed capacity of over 26 MW. To ensure the program’s continued implementation, the Ministry of Energy has been actively working to mobilize additional financing, including through cooperation with international partners and financial institutions,” noted Minister of Energy of Ukraine Svitlana Grynchuk.

The newly approved mechanism introduces a more efficient model of financial state support — providing a 30% compensation of the loan principal instead of monthly interest rate reimbursements.

This approach offers tangible advantages: borrowers will immediately benefit from a reduced loan cost for purchasing and installing equipment, while the state and potential donors will be able to better forecast and allocate the funds required for financial support.

The Government’s decision will expand access to hybrid power supply systems for more households, strengthen cooperation with international financial institutions and donors in mobilizing funds for the program’s implementation, and enhance Ukraine’s overall energy security amid the destruction of generation and energy infrastructure caused by Russia’s military aggression.
