As part of Ukraine’s European integration commitments, the Ministry of Energy has approved the Procedure for Preparing a Risk Preparedness Plan.
The document was developed in accordance with EU Regulation 2019/941 and is important for fulfilling Ukraine’s European integration commitments and securing financial assistance from the European Union. The Procedure establishes rules for assessing potential threats to electricity supply and coordinating the actions of the relevant authorities and energy companies to minimise the impact of emergencies on consumers.
The Procedure provides for the preparation of the Plan in consultation with the transmission system operator, Ukrenergo; distribution system operators; electricity producers; the National Energy and Utilities Regulatory Commission of Ukraine (NEURC); and organisations representing consumers’ interests.
The Plan must take into account possible response scenarios involving natural disasters, attacks or electricity shortages, and specify response measures, responsibilities and the circumstances under which electricity supply may be restricted, among other provisions.
In line with the rules of the European Network of Transmission System Operators for Electricity (ENTSO-E), the Plan will also incorporate regional emergency scenarios, providing for information exchange and coordinated mutual assistance measures.
The Procedure requires the effectiveness of the measures to be assessed every two years, including through emergency simulations. The document must be updated at least once every four years.
