Deputy Minister of Energy of Ukraine Mykola Kolisnyk met with Kristin Enstad, Counselor-Envoy of the Royal Norwegian Embassy in Ukraine. The parties reviewed the current progress of bilateral cooperation in the energy sector and identified priority areas for further strengthening Ukraine’s energy security amid Russia’s ongoing attacks.
As Mykola Kolisnyk emphasized, sustained support from international partners is critical for Ukraine to maintain system stability throughout the heating season. Cooperation with Norway is advancing across several key areas, and Ukraine is interested in deepening this engagement, particularly in securing additional natural gas volumes, supplying energy equipment for rapid restoration and strategic reserves, and constructing distributed generation facilities.
Ukraine has already mobilized almost EUR 1.3 billion in international assistance for emergency winter gas purchases, including EUR 127 million provided by Norway. In addition, the Kingdom’s contribution to the Ukraine Energy Support Fund exceeds EUR 77 million. These resources are being used to implement distributed generation projects and to procure essential gas-pumping equipment.
The parties also discussed the current needs of Ukraine’s energy sector in light of Russia’s continued large-scale attacks on critical infrastructure, as well as opportunities to expand Norwegian support in the areas of gas procurement, equipment supply for restoring gas infrastructure, and reinforcement of electricity generation and distribution systems. They agreed to maintain close coordination and further develop practical steps to strengthen assistance.
