ReBuild Ukraine 2025: Results of the First Day

On the first day of the ReBuild Ukraine 2025 International Exhibition, which is taking place in Warsaw, the Ukrainian delegation successfully held a series of events aimed at restoring, rebuilding, and modernizing the Ukrainian energy sector. Deputy Ministers Roman Andarak, Olga Yukhymchuk, and Mykola Kolisnyk are participating in the events on behalf of the Ministry of Energy.

Among the results:

Ukraine will receive EUR 127 million to import additional volumes of gas. Naftogaz Group and the European Investment Bank (EIB) have signed a grant agreement for EUR 127 million, provided by the European Union with the financial support of the Government of Norway. The funds will be used to import additional gas volumes to compensate for losses in domestic production caused by Russian attacks on civilian gas infrastructure facilities. This will strengthen Ukraine's energy security during the heating season.

Deputy Minister of Energy Mykola Kolisnyk held talks with representatives of the US International Development Finance Corporation (DFC), the World Bank, and the EBRD. They discussed possible financial instruments for attracting additional volumes of imported natural gas to meet both Ukraine's current and long-term needs.

Roman Andarak held meetings with European Commissioner for Enlargement Marta Kos and European Commission Director-General for Neighborhood and Enlargement Negotiations Jan Kupman. The parties discussed priorities for recovery and areas of cooperation to accelerate Ukraine's European integration aspirations. The Deputy Minister expressed a clear position on the Ministry of Energy's adherence to the pan-European principles of the rule of law, zero tolerance for corruption, and the inevitability of punishment. Particular attention was paid to the issue of Ukraine's integration into European energy markets and the adoption of the relevant regulatory framework.

At a meeting with Mechtild Versdorfer, Deputy Director-General of the European Commission's Directorate-General for Energy, Deputy Minister Olga Yukhymchuk discussed specific European integration measures. In particular, they discussed the adoption of European integration legislation in the energy sector, as well as the continuation of corporate governance reform of state-owned companies.

The issue of investment in the Ukrainian energy sector was also discussed at meetings with representatives of KfW, the European Investment Bank, and the World Bank. For example, Germany is one of the largest donors to the Ukraine Energy Support Fund. Approximately EUR 300 million has already been raised through KfW, with another EUR 60 million in the pipeline. Germany is interested in continuing cooperation and increasing funding, which should be as flexible as possible to meet immediate needs. Next year, new intergovernmental agreements are planned to be signed and additional projects launched.

Participation in the restoration and reconstruction of Ukraine's energy sector was discussed at a meeting with representatives of the Canadian Ministry of Natural Resources and Canadian companies. The key areas of cooperation remain hydropower, the gas sector, the introduction of new nuclear technologies, and infrastructure modernization.

On the sidelines of the conference, the Deputy Ministers held a series of working meetings with Benjamin Doussa, Minister for International Development Cooperation and Foreign Trade of Sweden, Haris Theocharis, Deputy Minister of Foreign Affairs of Greece, Vegard Vennesland, State Secretary of the Ministry of Trade and Industry of Norway, and others.

Representatives of the Ministry of Energy also took part in a number of discussions.

In particular, participants in the High-Level Panel “Energy Transformation of Ukraine: Strategic Vision” were presented with priorities in the process of restoring and developing Ukraine's energy sector, strengthening energy security and sustainability in the context of post-war reconstruction, as well as strategies for Ukraine's integration into the European energy market.

Ms. Yukhymchuk joined the discussion “Strengthening Ukraine's Energy Sustainability: The Path to an Integrated Energy Equipment and Critical Infrastructure Supply Chain between the EU and Ukraine.” In her speech, she emphasized Ukraine's significant potential for localizing the production of renewable energy technologies, the development of which will strengthen the energy security of not only Ukraine but also the EU.

Mr. Kolisnyk took part in a panel on subsoil use, where the potential of Ukrainian deposits of critical energy minerals, oil, and gas as areas of cooperation with foreign investors was discussed.

On the sidelines of the conference, meetings were held with representatives of international energy companies, energy equipment manufacturers, as well as representatives of relevant associations and financial institutions. The urgent needs of the Ukrainian energy sector in the context of the war were discussed. Representatives of the ministry emphasized Ukraine's openness to cooperation and adherence to the principle of zero tolerance for corruption.
