Ukraine Accelerates Implementation of European Commission Recommendations in the Energy Sector

The energy sector is the only one for which the deadlines for implementing the Action Plan on the European Commission’s recommendations have been shortened.

In particular, by the third quarter of 2025, Ukraine is expected to adopt legislation on the transposition of the Electricity Integration Package (originally planned for the first quarter of 2026). In the fourth quarter of 2025, legislation aimed at encouraging investment in renewable energy sources will come into force — initially scheduled for the third quarter of 2026.

These matters were discussed during a meeting on the implementation of the Action Plan within the framework of the EU Enlargement Package 2024 progress report, chaired by Deputy Prime Minister Taras Kachka.

Deputy Minister of Energy of Ukraine Roman Andarak highlighted constructive cooperation with the Verkhovna Rada: “Parliament has already adopted the market integration bill in the first reading, and three more draft laws have been approved by the relevant committee.”

He also informed participants about the preparation of draft legislation aimed at strengthening the independence guarantees of the National Energy and Utilities Regulatory Commission (NEURC), developed jointly with the regulator and the Energy Community Secretariat. Its adoption will improve the regulator’s efficiency and increase transparency in energy market decision-making.

The meeting also addressed proposed amendments to the Customs and Tax Codes and the Law “On Alternative Fuels” to bring them in line with EU directives, as well as the creation of a registry of biofuel installations.
Opportunities for involving Ukrainian energy companies in the EU’s Connecting Europe Facility program were also considered, with the aim of financing key cross-border energy infrastructure projects.
