18 December 2025, 12:01

Germany has made an additional contribution of EUR 4.5 million to the Ukraine Energy Support Fund, bringing its total contributions to nearly EUR 390 million.

Germany remains the Fund’s largest donor and has provided support every year since the start of Russia’s full-scale invasion. In 2022, Germany contributed nearly EUR 130 million; in 2023, EUR 88.5 million; in 2024, EUR 159.5 million; and in 2025, almost EUR 12 million.

In addition, Germany has declared its intention to allocate nearly EUR 168 million more to the Ukraine Energy Support Fund.

Energy equipment procured with Germany’s contributions has been widely used to restore electricity supply in frontline regions, in particular in the Donetsk, Kharkiv, Kherson, Zaporizhzhia, Mykolaiv, Dnipropetrovsk, and Sumy regions. The funds have also supported the development of distributed generation in areas experiencing electricity shortages. Part of the grant financing has been used under the Ray of Hope project, which aims to develop independent electricity generation sources for healthcare facilities.

The Ministry of Energy of Ukraine, together with the Energy Community Secretariat, continues its efforts to mobilize additional resources for the Fund to ensure the swift restoration of Ukraine’s energy infrastructure.

The Ministry of Energy of Ukraine expresses its sincere gratitude to the Government of Germany for its consistent support and solidarity with Ukraine in countering Russia’s energy terrorism.
