Ukraine Prepares for the 2026/2027 Heating Season: Forecast Balance of Natural Gas Supply and Distribution Approved

The First Deputy Prime Minister of Ukraine – Minister of Energy, Denys Shmyhal, chaired a meeting of the Crisis Committee with the participation of representatives of fuel and energy sector companies.

Following the meeting, participants approved the forecast balance of natural gas supply and distribution for 2026/2027.

According to the baseline scenario, it is planned to accumulate 14.6 bcm of gas in underground storage facilities by the start of the heating season.

“At the same time, we remain fully aware that we continue to operate under wartime conditions, with the enemy deliberately targeting, inter alia, gas infrastructure. It is evident that the next winter will take place under similarly challenging circumstances. Therefore, the forecast may be adjusted depending on the security situation,” Denys Shmyhal noted.

According to him, the benchmark remains the experience of previous heating seasons: ensuring gas reserves in underground storage at no less than 13.2 bcm at the start of the heating season. This level is considered the critical minimum required to ensure stable passage through winter, even under conditions of low temperatures and large-scale attacks.

The Minister emphasized that the key priorities for ensuring stable operation during the next autumn-winter period include:

  • timely contracting of natural gas imports;
  • injection of gas into storage during periods of lowest market prices;
  • diversification of supply routes.

Naftogaz of Ukraine and the Gas Transmission System Operator of Ukraine are already working on booking potential import capacities and extending the operation of route products within the “Vertical Gas Corridor”.

Participants of the meeting also paid particular attention to preparations for the repair campaign and coordinated actions to build up equipment reserves required for planned, unplanned and emergency works. These needs are being addressed in close cooperation with international partners and donors.

“Preparations for the next heating season are already underway, and strengthening Ukraine’s energy resilience remains the key priority,” Denys Shmyhal concluded.
