Ukraine’s Energy Sector in 2025: International Partnership and Assistance

The year 2025 once again demonstrated that in the most challenging moments Ukraine is not left alone. International partners continue to provide systematic support to Ukraine’s energy sector.

Through the Emergency Energy Assistance Hub, Ukraine received more than 410 humanitarian shipments of energy equipment with a total weight exceeding 5,382 tonnes. Assistance was delivered to 121 fuel and energy sector enterprises as well as critical infrastructure facilities across the country.

Within the framework of the Ray of Hope project, solar power plants were installed and began generating electricity at 50 healthcare facilities nationwide, 13 of which are located in frontline regions. The total installed capacity amounts to 4,759 kW, ensuring energy independence for hospitals even under conditions of ongoing attacks.

It should be recalled that the Ray of Hope programme is a joint initiative of the European Commission, the Ministry of Energy of Ukraine and the Ministry of Health of Ukraine. The programme has been implemented since March 2023 with financing from the Energy Support Fund of Ukraine.
