Ukraine was forced to seek practical responses to new energy security threats earlier than other countries. This experience is important for every country and can become one of the cornerstones of a new energy security framework.

This was emphasised by First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal during a high-level meeting of the Nizami Ganjavi International Center in New York.

The Head of the Ministry of Energy stressed that the solutions developed by Ukraine under extreme pressure offer practical lessons for countries around the world.

In his address, he outlined five key lessons drawn from Ukraine’s experience:

  • The system must be able to contain the impact of an attack. The loss of one component must remain a localised loss rather than escalate into a catastrophe.
  • Recovery time is becoming a strategic resource. Ukraine is building up strategic equipment reserves based on a threefold redundancy principle: one component is operational, the second is ready for replacement, and the third has already been ordered.
  • Turn international solidarity into operational capacity. Ukraine has built a broad energy coalition of approximately 40 countries and organisations. The Ukraine Energy Support Fund has become a practical mechanism for delivering solidarity.
  • Distributed energy generation creates local autonomy and strengthens resilience. Ukraine is building a new energy architecture based on “energy cells”. A total of 1.8 GW of distributed gas-fired generation capacity is already operational.
  • Build protection into the system’s design. Protection must become an integral technical parameter of every project, on a par with capacity, efficiency and service life.

“Collective preparedness to withstand energy crises is not a luxury but a necessity of our time. We must move from coordination after a crisis to collective preparedness for one. I am grateful to my friend Charles Michel for the invitation to this event and for his solidarity with Ukraine. Thank you to everyone standing with us!” Denys Shmyhal emphasised.
