Within the Create Ukraine Program, the Ministry of Energy Strengthens the Eurointegration Direction in the Energy SectorУ межах програми Create Ukraine Міненерго посилює євроінтеграційний напрям в енергетиці

In Ukraine, the second stage of the Create Ukraine program has launched at the initiative of the governments of Lithuania and Ukraine. The program supports Ukrainians with international experience returning to work in the public sector and contributing to the implementation of key reforms.

Program participants work directly within teams of central executive authorities and take part in developing solutions in priority areas for the state.

This year, a Create Ukraine participant will join the Ministry of Energy of Ukraine. Yulia Chorna, an expert in climate policy and the energy transition who returned to Ukraine from Florence, Italy, joined the Ministry’s team. She will focus on European integration and the implementation of eurointegration approaches in the energy sector.

Involving specialists with international experience is an important element of strengthening the institutional capacity of the state and implementing reforms, particularly in energy—harmonizing Ukrainian legislation with European Union law and fulfilling obligations within the eurointegration process.

Reference: Create Ukraine is an initiative to involve Ukrainian specialists with international experience in public sector work, launched in 2024 through a joint initiative of Lithuania and Ukraine with EU support. The program creates a mechanism for talented young professionals to return home and apply their skills in implementing eurointegration reforms. Create Ukraine is implemented by the Lithuanian Central Project Management Agency in partnership with the KSE Foundation and the Government of Ukraine, with support from the Lithuanian Ministry of Foreign Affairs. The second stage of the program is funded by the Lithuanian Cooperation and Humanitarian Development Fund.
