On the sidelines of URC2026 in Gdańsk, First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal and the Netherlands’ Minister for Foreign Trade and Development Cooperation Reinette Klever signed a Roadmap for Energy Cooperation between Ukraine and the Kingdom of the Netherlands.

According to Denys Shmyhal, the roadmap primarily focuses on coordinating efforts to prepare Ukraine for the 2026/2027 heating season, including the identification and accelerated procurement of critical energy equipment.

“We will also work jointly on assessing and securing equipment from decommissioned power plants in the Netherlands to build strategic reserves and support the restoration of damaged energy facilities in Ukraine,” the Minister of Energy noted.

Another key area of cooperation is the development of distributed generation, as well as the involvement of Dutch technologies and private-sector companies in implementing related projects. Denys Shmyhal highlighted that Ukraine has already provided its partners with a list of priority needs and expects the delivery of cogeneration units and other equipment to strengthen the resilience of the energy system.

In particular, according to the Minister, the Netherlands is preparing to transfer decommissioned gas turbines to Ukraine as early as this autumn.

“The Netherlands’ total contribution to the Ukraine Energy Support Fund has already exceeded EUR 100 million. We are grateful for the readiness of our Dutch partners to continue supporting Ukraine in addressing critical needs, restoring damaged infrastructure, and strengthening the protection of energy facilities,” Denys Shmyhal emphasized.
