- As a result of hostilities and shelling of the country’s energy infrastructure, electricity consumers in Sumy, Dnipropetrovsk, and Kharkiv regions are partially without power. Emergency restoration works at energy facilities are ongoing.
Under the chairmanship of First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal, a regular meeting of the Headquarters for the Elimination of the Consequences of Emergencies in Kyiv and the region was held.
The Minister reported that the electricity supply situation remains difficult. Energy workers continue emergency repair works at facilities damaged by Russian attacks on the night of February 7, while the scale of destruction remains significant.
Following the latest massive shelling by the Russian Federation, the situation in Ukraine’s energy system remains extremely difficult. Energy facilities in several regions were targeted. Damage to high-voltage substations forced nuclear power plants to reduce generation, and emergency power outages are currently in effect across most regions.
Repair works are underway at all damaged facilities. Energy companies are making every effort to restore electricity and heat supplies to consumers as quickly as possible.
First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal held a meeting with Romania’s Minister of Energy Bogdan-Gruia Ivan to discuss key energy cooperation and cross-border infrastructure initiatives between Ukraine and Romania.
The parties focused on implementing agreements between the Presidents of Ukraine and Romania regarding the construction of two new electricity interconnectors. The technical aspects of the projects were reviewed in detail.

He inspected existing protective structures and the construction of new fortified facilities, outlining concrete steps to strengthen the resilience of the energy system.
Deputy Ministers of Energy of Ukraine Anatoliy Kutsevol, Valentyna Moskalenko, and Mykola Kolisnyk met with representatives of the United Nations Development Programme (UNDP) in Ukraine to discuss the current status and future prospects of bilateral cooperation, with a particular focus on the implementation of the Green Energy Recovery Programme in Ukraine.
Deputy Minister of Energy of Ukraine for European Integration Anatoliy Kutsevol met with Osamu Hattori, Chief Representative of the Japan International Cooperation Agency (JICA) Office in Ukraine.
Deputy Minister of Energy of Ukraine Anatoliy Kutsevol held a working meeting with representatives of the European Commission.
The meeting was attended by Benoit Menard, Head of the Economic and Social Policy Division, and Samuel Weinberg, Head of the Economic Analysis and Ukraine Plan Division of the European Commission’s Directorate-General for Enlargement and Eastern Neighbourhood (DG ENEST).
Norway has agreed to make a new contribution of EUR 86.4 million to the Ukraine Energy Support Fund, bringing its total support to EUR 163.6 million.
The additional funding will be directed toward restoring energy infrastructure damaged by Russian attacks, stabilizing Ukraine’s energy system, and ensuring its reliable and sustainable operation during winter conditions.
Sweden has announced a new SEK 1 billion assistance package to support the restoration of Ukraine’s energy system. The funding is intended to address urgent needs for energy equipment while strengthening energy resilience in the medium and long term.
