- The enemy carried out another combined missile and drone attack on energy infrastructure in multiple regions. As a result, consumers in Dnipropetrovsk, Odesa, Donetsk, Kharkiv, and Zaporizhzhia regions are without electricity as of the morning. Heat supply disruptions were also reported in Sumy and Odesa.

- In the morning, a Russian UAV attacked a vehicle carrying workers from the Slovyansk TPP. Unfortunately, three workers were killed, a tragic reminder of the high cost of light and heat in our homes. Sincere condolences to all who lost loved ones.

First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal held a meeting with Alain Berset, Secretary General of the Council of Europe.

Denys Shmyhal emphasized the importance of holding Russia accountable for its war crimes, including daily attacks on Ukraine’s energy infrastructure, particularly during winter, when subzero temperatures put civilians at risk of losing electricity and heating. He called on partners to properly assess these actions.

The energy situation remains challenging. Extreme cold is driving increased consumption, creating additional stress on the system. The threat of further Russian attacks remains, so readiness for new challenges is essential.

Development of distributed gas generation in the regions continues. 25.8 MW of additional capacity has been launched in Kyiv and the region this year. Start-up operations are in the final stage at several other facilities.

First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal met with U.S. Senators Richard Blumenthal and Sheldon Whitehouse. They discussed implementing large-scale sanctions against Russia, including in the nuclear energy sector. Shmyhal noted that this is crucial to reduce the aggressor’s profits used to fund the war. He also thanked the senators for supporting sanctions against Russia’s shadow fleet.

- As a result of military actions and attacks on energy infrastructure, consumers in Donetsk, Dnipropetrovsk, Cherkasy, and Odesa regions are without electricity as of the morning. Emergency restoration work has already begun wherever safety conditions allow.

- Most regions are experiencing rotational power outages, while enterprises operate under load limitation schedules. Emergency outages are being applied in some areas. Full return to scheduled power supply will occur once the energy system stabilizes.

Under the chairmanship of First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal, a regular meeting of the Headquarters for Eliminating the Consequences of Emergencies in Kyiv and the Region was held.

Denys Shmyhal reported that thanks to the round-the-clock work of repair crews and improved weather conditions, positive dynamics are observed regarding electricity supply to consumers. According to NEC “Ukrenergo”, in Kyiv today, hourly rolling blackouts were applied in up to two stages during the day, while in Kyiv region, minimal stages were in effect.

Ukraine received €6 million in grant support from the Australian Department of Foreign Affairs and Trade to the Energy Support Fund of Ukraine. This brings Australia’s total contribution to the Fund to €24.5 million.

“These funds will be directed to finance the energy sector’s priority needs, taking into account current energy security challenges,” said First Deputy Prime Minister – Minister of Energy Denys Shmyhal.

Deputy Minister of Energy of Ukraine Anatoliy Kutsevol held a meeting with Naomichi Murooka, Deputy Director – Director of Urban and Regional Development at JICA Headquarters Infrastructure Management Department, and Osamu Hattori, Chief Representative of the JICA Office in Ukraine. They discussed Ukraine’s urgent energy sector needs and future cooperation directions.

- Due to hostilities and attacks on energy infrastructure, as of morning, electricity outages affected consumers in Odesa, Mykolaiv, Kharkiv, Donetsk, Dnipropetrovsk, and Zaporizhzhia. Disruptions to heat supply were also recorded in Odesa city.

- Recovery efforts following Russia’s large-scale attacks on Ukraine’s energy system continue. Energy specialists are doing everything possible to restore damaged equipment.
