Since the establishment of the Ukraine Energy Support Fund in April 2022, 36 international partners have contributed a total of EUR 1.613 billion to the restoration of Ukraine’s energy sector. In the days leading up to the New Year, additional contributions amounting to EUR 105.74 million were made to the Fund.

The largest of these recent contributions came from the European Commission (€90 million). The United Kingdom transferred EUR 11.42 million, Estonia EUR 2 million, the Netherlands EUR 1 million, Portugal EUR 600,000, Austria EUR 500,000, and Latvia EUR 217,000.

In 2025, the Government approved the Programme for the Operation of State-Owned Coal Mining Enterprises through 2030. The document was developed by the Ministry of Energy of Ukraine to provide a comprehensive solution to the long-standing challenges facing the state-owned segment of the coal industry.

Deputy Minister of Energy of Ukraine Roman Andarak held an online meeting with the Minister of Climate and Energy of the Republic of Estonia, Andres Sutt.

During the meeting, the parties discussed the current situation in Ukraine’s energy sector and the urgent needs to ensure energy sustainability amid ongoing targeted attacks by the Russian Federation.

- The enemy carried out drone attacks on energy facilities in several regions of Ukraine. As a result of the attacks, a significant number of consumers in Donetsk oblast were left without electricity. New power outages were also recorded in Zaporizhzhia and Kharkiv oblasts. Power restoration has begun where the security situation permits.

The Cabinet of Ministers of Ukraine created conditions to facilitate the operations of fuel and energy sector enterprises. In particular, during the year the Government simplified:

In 2025, Ukraine successfully completed one of the stages of the EU accession negotiation process by finalising the assessment of Cluster 4, Green Agenda and Sustainable Connectivity. During a bilateral meeting with the European Commission held in Brussels as part of the official screening under Chapter 15 Energy and Chapter 21 Trans-European Networks, Ukraine presented the progress already achieved and, together with its partners, outlined the next steps.

- During the night, the enemy launched strikes against energy infrastructure facilities in Chernihiv Region. As of the morning, more than 75,000 consumers remain without electricity supply. There are also fully or partially de-energized settlements in Kharkiv and Sumy Regions. Emergency repair and restoration works are ongoing.

The German Federal Foreign Office has transferred EUR 160.11 million to the Energy Support Fund for Ukraine, representing the largest single contribution since the Fund began operating.

In addition, the German Federal Ministry for Economic Affairs and Energy transferred a further EUR 3 million to the Fund through the German development bank KfW. This constitutes Germany’s second contribution in December, following an earlier transfer of EUR 4.5 million at the beginning of the month.

- Over the past week, the enemy carried out daily attacks on Ukraine’s energy infrastructure facilities. The energy system sustained one massive attack and more than 43 targeted strikes, with approximately 118 cases of network damage recorded. Russia attacked Naftogaz Group facilities four times, including the Kherson Combined Heat and Power Plant (CHPP), which is the city’s sole source of heat supply. Consequence mitigation efforts are ongoing, and one CHPP employee is receiving medical assistance.

Overnight, the enemy continued attacks on energy infrastructure facilities in several regions of Ukraine. Repair crews are working to restore damaged equipment to operation as quickly as possible.

In Kyiv, electricity supply is gradually being restored to consumers who were left without power as a result of hostile shelling. On the right bank of the city, scheduled outage schedules have already been resumed, while on the left bank emergency power outages remain in effect.
