In preparation for the second meeting of the Strategic Partnership Dialogue between Ukraine and the United Kingdom of Great Britain and Northern Ireland, Deputy Minister of Energy of Ukraine Roman Andarak met with UK Minister for Energy Michael Shanks.

- The most challenging situation remains in the regions bordering russia and in frontline areas. The enemy continues systematic attacks on the Donetsk, Zaporizhzhia, Sumy, Kharkiv, Kherson, and Chernihiv regions, where extensive damage to generation facilities as well as electricity transmission and distribution networks has been recorded.

Following an appeal by the Ministry of Energy of Ukraine, the Energy Community Council of Ministers adopted a decision allowing Ukraine to continue operating large combustion plants included in the National Plan for the Reduction of Emissions from Large Combustion Plants for the duration of martial law, but no later than 31 December 2028.

The decision was adopted at the 23rd meeting of the Energy Community Ministerial Council, held in Vienna, Austria. Ukraine was represented at the meeting by Deputy Minister of Energy Mykola Kolisnyk.

The Ministry of Energy welcomes the European Parliament's decision to phase out imports of Russian gas and oil. 

This is a historic step, endorsed by representatives of all people of the European Union, will strengthen Europe’s energy security and demonstrates a shared commitment to countering Russia’s long-term weaponisation of energy.

Ukraine continues to adapt its energy legislation to EU standards, with support from partners within the Energy Community playing a crucial role in this process. This was stated by Deputy Minister of Energy of Ukraine Olha Yukhymchuk during the 78th meeting of the Permanent High-Level Group.

During the meeting, participants reviewed a number of draft decisions of the Energy Community Council of Ministers, as well as issues related to the implementation of European energy legislation.

Germany has made an additional contribution of EUR 4.5 million to the Ukraine Energy Support Fund, bringing its total contributions to nearly EUR 390 million.

Germany remains the Fund’s largest donor and has provided support every year since the start of Russia’s full-scale invasion. In 2022, Germany contributed nearly EUR 130 million; in 2023, EUR 88.5 million; in 2024, EUR 159.5 million; and in 2025, almost EUR 12 million.

In addition, Germany has declared its intention to allocate nearly EUR 168 million more to the Ukraine Energy Support Fund.

- Overnight, Russia attacked Mykolaiv, Zaporizhzhia, Cherkasy, Sumy, and Dnipropetrovsk regions. As a result of the attacks, more than 180,000 consumers were left without electricity. Most of them have already been reconnected thanks to the round-the-clock work of energy workers.

- Due to previous massive attacks, more than 12,000 consumers in Odesa region currently remain without power. Emergency restoration works in the region continue around the clock.

The Grand Duchy of Luxembourg has allocated an additional EUR 10 million to the Ukraine Energy Support Fund, marking its third financial contribution toward the restoration of Ukraine’s energy infrastructure.

“Luxembourg’s support is a significant contribution to strengthening the resilience of Ukraine’s energy system amid ongoing enemy shelling. This assistance enables the rapid restoration of damaged facilities and helps ensure a stable electricity supply for consumers,” said Roman Andarak, Deputy Minister of Energy of Ukraine.

- The situation in Ukraine’s energy system remains challenging due to Russia’s ongoing attacks on energy infrastructure facilities. Overnight, the enemy attacked Dnipropetrovsk region. All consumers have been supplied with electricity.

- Emergency restoration works are ongoing in Odesa region, which sustained significant damage as a result of massive attacks on 13 and 14 December. As of this morning, around 32,000 consumers are still awaiting the restoration of electricity supply.
