The relevant conclusions were published today following the meeting of the European Council, held with the participation of the President of Ukraine Volodymyr Zelenskyy. The final document (EUCO 2/26) was endorsed by 25 Heads of State and Government.

As noted by First Deputy Prime Minister – Minister of Energy of Ukraine Denys Shmyhal, the published conclusions send a strong signal of unity and long-term support for Ukraine and for Europe’s security.

First Deputy Prime Minister – Minister of Energy of Ukraine Denys Shmyhal held a meeting with members of the Supervisory Board of NPC Ukrenergo.

The parties discussed the key tasks currently facing the company, including the restoration of facilities damaged by Russia, expansion of electricity transmission capacity, construction and modernization of interconnectors, and the implementation of cross-border projects with EU countries. Denys Shmyhal emphasized that the Ministry of Energy is providing full support in these processes.

- As a result of hostilities and shelling of energy infrastructure facilities, some consumers in the Zaporizhzhia Region, Kharkiv Region, and Sumy Region temporarily remain without electricity supply.

- Following an attack on an energy facility of Zaporizhzhiaoblenergo, one of the company’s employees was injured. He is receiving all necessary medical assistance.

- Energy workers are operating in an enhanced mode to restore electricity supply to all consumers as quickly as possible.

First Deputy Prime Minister – Minister of Energy of Ukraine Denys Shmyhal held a meeting with a mission of the International Monetary Fund, headed by Gavin Gray. The parties discussed the situation in the power system and preparations for the upcoming heating season.

During the meeting, Denys Shmyhal emphasized that Ukraine is working on the restoration and protection of energy infrastructure, the development of decentralized generation and cogeneration, the establishment of equipment reserves, and continues corporate governance reform of state-owned energy enterprises.

- Energy workers are operating in an enhanced mode to restore electricity supply to all consumers as quickly as possible.

Following the participation of First Deputy Prime Minister – Minister of Energy of Ukraine Denys Shmyhal in the meeting of the EU Energy Council under the Cypriot Presidency, as well as the meeting of the G7+ Energy Coordination Group in Brussels, important agreements were reached with international partners to strengthen the resilience of Ukraine’s energy sector. In particular, a Strategic Reserve will be established within the framework of the Ukraine Energy Support Fund.

The application period for additional payments to workers directly involved in restoring energy and other critical infrastructure following Russian attacks has been completed. Applications were accepted until 15 March inclusive.

In February 2026, 14,806 workers applied for additional payments for their participation in emergency recovery works following Russian attacks.

First Deputy Prime Minister of Ukraine – Minister of Energy Denys Shmyhal presented to European partners the key lessons learned from the operation of Ukraine’s energy system amid the full-scale war and sustained Russian attacks during a meeting of the EU Energy Council in Brussels.

The second ministerial meeting of the Ukraine Energy Coordinating Group, also referred to as the “Energy Ramstein”, took place in Brussels. As noted by First Deputy Prime Minister – Minister of Energy of Ukraine Denys Shmyhal, Ukraine successfully endured the winter, in particular thanks to the support and assistance of its partners.

“We are grateful for this support. Our goal now is to prepare for the next winter period,” the Minister emphasized.
